About the Role
Parsons is seeking a highly skilled Principal Civil Engineer specializing in Hydraulics and Wet Utilities to join the Infrastructure Planning Team. This is an exciting opportunity to contribute to transformative infrastructure projects in a dynamic, collaborative environment. The successful candidate will report directly to the PTS Supervisor – Infrastructure Planning and play a key role in delivering technically sound and code-compliant wet utilities infrastructure solutions.
Key Responsibilities
- Assist the PTS Supervisor in delivering infrastructure planning objectives aligned with the development program.
- Review and manage wet utilities hydraulic models developed by AE Consultants to ensure compliance with applicable codes, standards, and project requirements.
- Develop supplementary hydraulic models for wet utilities using WaterGEMS and SewerGEMS as needed to support baseline modeling.
- Analyze proposed system connections from stakeholders to assess network capacity and feasibility.
- Coordinate with utility service providers and the O&M Division to update and maintain the Utilities Master Plan and report on any system capacity issues or upgrade requirements.
- Collaborate with other engineering sections, especially TSS, to review design submissions and provide multidisciplinary input.
- Offer technical guidance to junior engineers and other section members.
- Represent the section in inter-departmental and project meetings as directed.
- Conduct stakeholder engagement meetings to assess the impact of upcoming projects on wet utility system capacities.
- Prepare and review technical reports, design scopes, specifications, and Requests for Proposal (RFPs).
- Support procurement processes by participating in pre-bid conferences, proposal evaluations, and post-award meetings.
- Review contractor submittals including design drawings, calculations, and specifications to ensure technical integrity and coordination across disciplines.
- Assist in evaluating design fee proposals and estimating man-hours.
- Produce technical correspondence, presentations, studies, and reports in support of the PTS Supervisor.
Qualifications and Skills
- Bachelor’s degree in Civil Engineering or a closely related field.
- A minimum of 10 years’ experience in city-scale wet utilities modeling and general civil works design.
- Proven expertise in hydraulic modeling and analysis, with proficiency in tools such as SewerGEMS, WaterGEMS, ArcGIS, and AutoCAD.
- Professional engineering registration is preferred.
- Excellent communication skills in English (spoken and written) are essential; proficiency in Arabic is an advantage.
